Your legal requirements in Colombia
What the law actually requires where you are — summarized from our jurisdiction guides. Open any topic for the full details.
Colombia requires employers to form, train, drill and equip an emergency-response brigade (first aid, fire, evacuation) within the SG-SST, sized by risk class (I to V) and headcount, with firms over 50 workers under the full standards. There is no rigid national numeric ratio, but the brigade must be proportional to size and risk and cover all shifts and areas.
Colombia's ICBF Operational Manual for the Institutional Modality and the operating licence require human-talent staff to be trained as first responders and in first aid, with ratios set by the number of children and at least one trained person present at all times per site. Online courses are accepted.
Colombia imposes a legal duty to rescue: Art. 131 of the Criminal Code (Law 599 of 2000) penalizes failure to render aid to a person whose life or health is in grave danger, grounded in the constitutional duty of solidarity. AED users are protected from civil and criminal liability under Art. 4 of Law 1831 of 2017 when acting with reasonable care.
In Colombia, basic life support (BLS) is a certification required for the licensing (habilitación) of health-service institutions (IPS) under Resolución 3100 de 2019, making current CPR a practical condition of clinical practice. Statutory recertification is voluntary via CAMEC (Ley 1164 de 2007), gathering 1,000 points over five years — 500 from academic and continuing-education activities, in which CPR and BLS count explicitly.
In Colombia, social-protection centres for older adults, geriatric homes and day centres are health-service providers (IPS) licensed under Resolución 3100 de 2019, and BLS is a required certification for that licensing. A recognized, up-to-date first-aid and CPR certificate meets the requirement, in addition to staff occupational training, and must be renewed periodically.
The ICBF requires foster families in Colombia to hold a current first-aid course and card (in addition to a food-handling course and card) within the foster-home (hogar sustituto) modality. The training covers CPR for children and infants and household emergencies, and the certificate must be kept current.
Online CPR and first aid training is recognized in Colombia for personal, childcare-licensing and employer purposes, with 3-year certification. Resolution 0312 requires brigade training and drilling without mandating a format, so the practical component (drills, first-aid skills) stays in person — a grey zone that is accepted.
